Before you use this: check whether LHDN e-Invoicing applies to you. If your business had annual turnover of RM1 million or more, you are already in scope for mandatory e-Invoicing and must issue invoices through MyInvois, where LHDN validates them and returns a unique identifier and QR code. A PDF made here will not satisfy that requirement. How this is calculated计算方式说明

An invoice is a legal document, not a nicely formatted email. If you are registered for service tax, what it must contain is set out in law — and getting it wrong is a separate offence from getting the tax wrong.

The current service tax rate

Malaysia's service tax has been 8% since 1 March 2024, when it rose from 6%. A specific set of service groups stayed at 6%: food and beverage, telecommunications, parking, logistics, and — following the 1 July 2025 expansion — construction, private healthcare and education services. If you are not sure which group you fall into, check your SST registration certificate rather than guessing, because the rate you charge is the rate you owe Customs whether or not you collected it.

Registration is compulsory once your taxable turnover crosses RM500,000 in a rolling 12 months, or RM1,500,000 for food and beverage operators. Below that you must not charge service tax at all. Adding an "SST" line to an invoice when you are not registered is a straightforward offence, and it is one of the more common things small businesses do by accident because their invoice template had the field in it.

What an SST-registered invoice must show

Regulation 10 of the Service Tax Regulations 2018 lists the particulars. Every invoice you issue must carry:

  • The invoice serial number — sequential, not random
  • The date of the invoice
  • Your name, address and identification number as the registered person — this is where your SST registration number goes
  • A description sufficient to identify the taxable services provided
  • Any discount offered
  • The total payable excluding service tax
  • The rate of tax and the total tax chargeable, shown as a separate amount
  • The total payable including service tax

That last group is why this generator lays the totals out in that exact order rather than collapsing everything into one figure. Burying the tax inside the unit price is the single most common defect on a Malaysian small-business invoice.

Note the wording: it is an offence to issue an invoice without the prescribed particulars, independent of whether you paid the right amount of tax. Keep every invoice for seven years.

"Invoice" or "Tax Invoice"?

If you are SST-registered and charging service tax, the document is a tax invoice and should say so — this tool switches the heading automatically when you select a rate. If you are not registered, it stays a plain invoice. Calling a document a tax invoice when you are not registered to charge tax invites exactly the questions you do not want.

Your SSM number belongs on it

There is no service tax rule forcing a non-registered business to print its SSM registration number, but leave it off and you will spend your week answering emails about it. Corporate customers cannot onboard you as a vendor without it, and their finance department will not release payment without matching it against your bank account name. Put it under your business name and the invoice stops bouncing back.

E-invoicing — do you need to worry yet?

LHDN's MyInvois e-invoicing mandate is being phased in by turnover. The exemption threshold was raised from RM500,000 to RM1 million with effect from 1 January 2026, so businesses turning over less than RM1 million a year are outside the mandate entirely. Businesses between RM1 million and RM5 million came into scope from 1 January 2026 with a relaxation period running to 31 December 2026.

If you are inside the mandate, a printed invoice is not enough on its own — the transaction has to be submitted to MyInvois for validation. This tool produces a clean, correct paper invoice; it does not submit anything to LHDN. For most micro-businesses and freelancers under RM1 million that is exactly what you need and nothing more.

Why print instead of a downloaded PDF

Generating real PDF bytes in a browser needs a large library, and every one of them is a compromise on fonts, on Chinese characters, or on file size. Your browser already contains a properly engineered PDF writer. Click Print, choose Save as PDF as the destination, and you get a smaller, sharper, fully selectable-text PDF than any JavaScript library would produce — with your Chinese characters rendering correctly, which is where most of those libraries fall over.

Your details stay on your device

Your business name, SSM number, address, bank details and logo are saved in your browser's local storage, on your own machine. They are not sent to a server, there is no account, and nobody else can read them. Clearing your browser data or clicking "Forget my details" removes them completely.

目前的服务税税率

马来西亚的服务税自 2024 年 3 月 1 日起由 6% 上调至 8%。有一批特定服务组别维持在 6%:餐饮、电讯、泊车、物流,以及在 2025 年 7 月 1 日扩大征税范围后纳入的建筑、私人医疗与教育服务。若不确定自己属于哪一组,请查看你的 SST 注册证书,别用猜的 —— 因为你该收的税率就是你要缴给关税局的税率,不管你有没有向客户收到。

当你在滚动 12 个月内的应税营业额超过 RM500,000(餐饮业为 RM1,500,000)时,就必须注册。低于门槛者不可以征收服务税。未注册却在发票上加一行「SST」,本身就是明确的违法行为,而这正是小生意最常在不知情下犯的错 —— 因为发票模板里本来就有那一栏。

已注册 SST 的发票必须列明什么

《2018 年服务税条例》第 10 条列出了应载事项。你开出的每一张发票都必须包含:

  • 发票流水号 —— 必须连号,不可随机
  • 发票日期
  • 作为注册人的名称、地址与识别号码 —— SST 注册号码就填在这里
  • 足以识别所提供应税服务的说明
  • 所给予的任何折扣
  • 未含服务税的应付总额
  • 税率与应征税额,且须单独列示
  • 含服务税的应付总额

最后这几项,正是本生成器把总额区块按这个顺序排列、而不是把全部数字压成一个总数的原因。把税额藏在单价里,是马来西亚小生意发票上最常见的缺陷。

该写「发票」还是「税务发票」?

如果你已注册 SST 并征收服务税,这份文件就是税务发票,标题也该这样写 —— 本工具会在你选择税率时自动切换标题。若你未注册,就维持普通发票。未注册却把文件称作税务发票,等于主动招来你最不想回答的问题。

SSM 号码一定要放上去

服务税法规并未强制未注册的生意印上 SSM 注册号码,但你若不写,接下来一整个星期都在回覆客户追问这件事的电邮。企业客户没有这个号码没办法把你建成供应商,他们的财务部也会拿它跟你的银行户口名字核对后才放款。把它放在公司名称下面,发票就不会再被退回来。

电子发票 —— 现在需要担心吗?

内陆税收局(LHDN)的 MyInvois 电子发票制度按营业额分阶段推行。豁免门槛已自 2026 年 1 月 1 日起由 RM500,000 提高至 RM100 万,因此年营业额低于 RM100 万的生意完全不在强制范围内。营业额介于 RM100 万至 RM500 万者自 2026 年 1 月 1 日起纳入,宽限期至 2026 年 12 月 31 日。

No, and you should be careful here. Charging service tax without being a registered person is an offence. Registration is compulsory once your taxable turnover passes RM500,000 over 12 months, or RM1,500,000 for food and beverage operators — below that, you simply invoice your price with no tax line at all. No. This tool makes no network calls at all — it produces a paper invoice and nothing else. From 1 January 2026 the e-invoicing exemption threshold rose to RM1 million turnover, so most freelancers and micro-businesses are outside the mandate and a properly formatted printed invoice is all they need. They are saved in your browser's local storage — a small area of your own device that only this page can read. There is no account, no server and no database on our side.
